SERIAL 1 – Proposed by Management Board
Competition Rule A8: after ‘international’ insert ‘provincial or state’
[This would enable clubs to replace an overseas player who becomes unavailable through selection for their home province or state in addition to international selection.]  PASSED

SERIAL 2 – Proposed by Domestic Cricket Development Directorate
Competition Rule A22: replace ‘Graham Cup’ with ‘Under 15 League’
[This would bring forward the exemption birth date for the late registration of players aged under-15 and below from 1 September to 1 July.]  PASSED

SERIAL 3 – Proposed by Domestic Cricket Development Directorate
Insert after existing Competition Rule A30 and re-number thereafter accordingly:
New Competition Rule A31: ‘No player not normally resident in the Union’s area may play in league or cup competitions for a club in Section 3 of the Senior League unless the club satisfies the Registrations Committee that the player is in the area for purposes unconnected with cricket.’
[This would prohibit any player normally resident outside the Union’s area from playing in Section 3 unless their presence is for purposes unconnected with cricket.]  PASSED

SERIAL 4 – Proposed by Domestic Cricket Development Directorate
New Competition Rule A32: ‘Only one player not normally resident in the Union’s area may play in league or cup competitions for a club in Section 2 of the Senior League.  The club must satisfy the Registrations Committee that the player holds a coaching qualification at or equivalent to ECB Level 2.  This restriction shall not apply to any player approved by the Registrations Committee as being in the area for purposes unconnected with cricket.’
[This would restrict Section 2 clubs to one player normally resident outside the Union’s area and require any such player to have a Level 2 or equivalent coaching qualification.]  PASSED

SERIAL 5 – Proposed by Domestic Cricket Development Directorate
New Competition Rule A33: ‘Only one player not normally resident in the Union’s area may play in league or cup competitions for a club in Section 1 of the Senior League.  The club must satisfy the Registrations Committee that the player holds a coaching qualification at or equivalent to ECB Level 2.  This restriction shall not apply to any player approved by the Registrations Committee as being in the area for purposes unconnected with cricket.’
[This would restrict Section 1 clubs to one player normally resident outside the Union’s area and require any such player to have a Level 2 or equivalent coaching qualification.  It will be combined with the previous Serial if both are passed.]  PASSED

SERIAL 6 – Proposed by Domestic Cricket Development Directorate
New Competition Rule A34: ‘Only two players not normally resident in the Union’s area may play in league or cup competitions for a club in the Premier League, at least one of whom must be qualified to play for Ireland.  The club must satisfy the Registrations Committee that any non-Irish qualified player registered under this rule holds a coaching qualification at or equivalent to ECB Level 2. If a club registers two Irish qualified players not normally resident in the Union’s area, at least one must hold the above-mentioned coaching qualification.  This restriction shall not apply to any player approved by the Registrations Committee as being in the area for purposes unconnected with cricket.’ [This would restrict Premier League clubs to two players normally resident outside the Union’s area and require any non-Irish qualified player (or one Irish qualified player if two Irish qualified players are registered) to have a Level 2 or equivalent coaching qualification.]  PASSED

SERIAL 7 – Proposed by Domestic Cricket Development Directorate
New Competition Rule A35: ‘A club registering a player not normally resident in the Union’s area with the intention of selecting the player for its 1st XI shall, on registration, pay to the Union the sum of £300 if it plays in the Premier League, £200 if it plays in Section 1 of the Senior League or £100 if it plays in Section 2 of the Senior League.  No club shall be required to make such a payment in respect of more than two players per season.  The funds so raised shall be applied by the Union towards the development of clubs that play in Sections 2 and 3 of the Senior League.  This requirement shall not apply to any player approved by the Registrations Committee as being in the area for purposes unconnected with cricket.’
[This would require clubs registering players not resident in the Union’s area to make the specified financial contributions to a fund for the development of Section 2 and 3 clubs.] DEFEATED

SERIAL 8 – Proposed by Management Board
Competition Rule C2: add at end ‘up to 30 June and 11 am thereafter’.
Competition Rule D2: replace ‘12 noon’ with ’11 am’.
Competition Rule G13: replace ‘12 noon in July or August or 11 30 am in September’ with ’11 am in July, August or September’.
[This would bring forward the latest starting time for all 50-over league, Challenge and Junior Cup matches in July, August or September to 11 am.]  PASSED

SERIAL 9 – Proposed by Management Board
Competition Rule H2: amend first two indents to read:

  • 1 pm for matches in Section 3 of the Senior League in April, May or June;
  • 1.30 pm for matches in Sections 2 – 6 of the Junior League in April, May or June;

[This would bring forward the latest starting time for matches in Section 3 in April, May or June from 1.30 pm to 1 pm.]  PASSED

SERIAL 10 – Proposed by Domestic Cricket Development Directorate
Competition Rules C6 & D6: after ‘exhausted’ insert ‘In the final, the allowance shall be 1 hour.’
[This would increase from 30 minutes to 1 hour the amount of time that could be lost in the finals of the Challenge or Junior Cup before overs began to be deducted.]  PASSED

SERIAL 11 – Proposed by Management Board
Competition Rules C11 and D11: replace with:
‘C11/D11         If, in a match rearranged in accordance with B10, 20 overs are not bowled in the second innings, and a result is not otherwise obtained, there shall be one further rearrangement.  This shall be played as a 20 over match on or before the Thursday evening following the reserve date.  The playing regulations shall be as for a 20 over Match 2 league match (G27 – 33) with the exception set out below.

C12/D12          In a further rearranged match up to and including a semi-final, if 5 overs are not bowled in the second innings, and a result is not otherwise obtained, a bowl-out shall take place as follows:

  • Five members of each team shall each bowl one overarm delivery at an unguarded wicket.  Players from each team shall alternate.  The team that puts down the wicket the greater number of times shall be the winner.
  • If the teams are level after each designated member has bowled, a sudden-death play-off shall take place, with the same bowlers from each team alternating in their original order until a winner has emerged.
  • A No ball or Wide ball shall count as a ball bowled but shall in no circumstances be regarded as having put down the wicket.’

[This provides for a further 20-over rearrangement on or before the Thursday following the reserve date before a Challenge or Junior Cup match is decided by a bowl-out.]  PASSED

SERIAL 12 – Proposed by Management Board
Competition Rule F15: amend second sentence to read: ‘Where there is a tie at the top of a section of the Senior League, the trophy shall be awarded to the team with the highest net run rate over the season.  In the event of such a tie in the Junior League, the clubs shall share the trophy.’
[This provides for the use of net run rate to determine the winners of tied sections in the Senior League.]   PASSED

SERIAL 13 – Proposed by Domestic Cricket Development Directorate
Competition Rules G20, G31, H4, H5, H13 & H14: replace ‘actual time played’ with ‘playing time available’.
[This clarifies the calculation of the time allowed before overs begin to be deducted in rain-affected matches that are scheduled to start before the designated (latest) starting time.]  PASSED

SERIAL 14 – Proposed by Instonians CC
Competition Rule G18: after ’50 overs’ add ‘except that in Section 1 of the Junior League both clubs may agree in advance to reduce the maximum duration to 40 overs.’
[This would permit clubs to agree in advance to shorten matches in Section 1 of the Junior League to 40 overs a side.]  WIHDRAWN

SERIAL 15 – Proposed by Domestic Cricket Development Directorate
Insert prior to existing Competition Rule H1 and re-number thereafter accordingly:

‘REGULATIONS APPLYING TO ALL MATCHES
Bowling restrictions
H1.       No bowler may bowl more than one fifth of the maximum number of overs available for an innings.  If a bowler breaks down during an over, the over shall be completed by another bowler and the fractional overs shall count against each bowler’s allowance.
H2.       In a delayed or interrupted match where the overs are reduced for both teams, or for the team bowling second, no bowler may bowl more than one-fifth of the recalculated number of overs (unless the bowler had already done so before the interruption).
H3.       Where the total number of overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler as necessary to make up the balance.’
[This rectifies an unintentional omission that occurred when the Competition Rules were being reconfigured in 2010.]  PASSED

SERIAL 16 – Proposed by Domestic Cricket Development Directorate
Insert after existing Competition Rule H2 and re-number thereafter accordingly:
H3.       In Section 3 of the Senior League, by mutual agreement, a match postponed for any reason may be arranged on two consecutive nights before 15th August and may start at any time agreed by both teams, but not later than 6.30 pm in April, May or June, or 5.30 pm in July or August.
[This would permit Section 3 clubs to rearrange postponed fixtures as two-night matches.]  PASSED
